摘 要:目前,我国城市地下空间使用权出让工作仍处于探索阶段。为了完善城市地下空间使用权出让价格的评估体系,采用定性分析法和个案研究法,分析总结了地下空间使用权出让价格评估的基本方法。虽然各地普遍采用比例调整法,但在参考地价和比例系数的确定方面差异较大;随着市场资料的不断丰富,直接评估法得到越来越多的采用。借助代表性案例阐述了采用直接评估法进行地下空间使用权出让价格评估的技术思路,着重对评估方法选择、参数确定以及政策性补贴对评估的影响等方面进行了分析。长远来看,必须不断加强立体地价体系的研究和积累地下空间开发利用的相关基础数据,才能更加合理地确定地下空间使用权的出让价格。At present,the transfer of urban underground space use rights in China is still in the exploration stage. In order to improve the evaluation system of transfer price of urban underground space use right,qualitative analysis method and case study method were used to study and analyze the basic method of transfer price evaluation of underground space use right. Although the proportional adjustment method is widely used in various cities,the difference between the reference land price and the proportional coefficient is large. With the continuous enrichment of market data,the direct evaluation method is increasingly used. With the representative case,the technical path of using the direct evaluation method to evaluate the price of underground space use right was elaborated,focusing on the selection of evaluation methods,the determination of parameters and the impact of policy subsidies on the evaluation. In the long run,it is necessary to continue the study of the three-dimensional land price system and accumulate the relevant basic data for the development and utilization of underground space in order to determine the transfer price of underground space more reasonably.
