摘  要:经济的快速发展使汽车人均保有量逐年递增,由此带来的碳排放急剧增长问题,已对全球生态系统和人类可持续发展造成严重威胁。因此,如何制定相应的节能汽车推广政策以减少碳排放,已成为各国在交通领域实施碳减排优化的突破口。依据Cobb-Douglas效用函数,首先构建了个人碳交易理论视域下的节能汽车选择优化模型,并以此论证当市场碳排放权交易价格高于临界碳价时,个人碳交易机制的实施对居民节能汽车选择具有一定内在激励作用;在此基础上,进一步就个人碳交易及碳税政策实施,对于人们驾车出行里程及减排效果进行量化分析,得出若条件设置合理,个人碳交易机制实施比碳税具有更好的减排效果。With the rapid development of economy,vehicle ownerships were increasing year by year.The resulting rapid increase of carbon emissions posed a serious threat to the global ecosystem and the sustainable development of human beings. Therefore,how to formulate the corresponding promotion policies of energy-saving vehicles to reduce carbon emissions became a sally port for countries to implement carbon emission reduction optimization in the field of transportation.Based on the Cobb-Douglas utility function, an energy-saving vehicle selection optimization model was constructed frist from the perspective of personal carbon trading theory,which demonstrates that when the market carbon emission trading price was higher than the critical carbon price,the implementation of the personal carbon trading mechanism could provide certain internal incentives for residents.On this basis,quantitative analysis about people’s driving mileage and emission reduction effect was further carried out with the implementation of personal carbon trading and carbon tax policy.It finds that with a reasonable carbon trading mechanism where conditions are set properly,personal carbon trading has a better performance in emission reduction as opposed to carbon tax.
