“国家—民族”理论视角下民族地区地方政府职能转变研究——从主导向引导的转型

摘　　要：“国家—民族”理论肯定了国家高于民族的观点,民族地区地方政府联系各个少数民族和民族地区的实际,坚定不移地全面贯彻执行中央规划,才能保障该理论的落实。因此,中央规划和民族地区社会环境特征是决定当地政府职能模式的重要因素。新中国建国以来,民族地区地方政府为了实现民族地区经济发展的最终目标历经三次职能模式变迁。文章通过对政府职能变迁的历史梳理发现,民族地区政府从完全主导型向引导型职能的转变是为了回应社会根本特征变化的诉求。因此,面对新时代,民族地区地方政府未来将构建完善的引导型职能,才能再次成功地完成中央对民族地区提出的可持续发展任务。As the“state-nation”theory affirms the view that the state is superior to the nation,local governments in ethnic minority areas should take into account the reality of various ethnic minorities and ethnic minority areas and unswervingly carry out the central planning in an all-round way so as to ensure the implementation of the theory.Therefore,the central planning and the features of the social milieu in ethnic areas are the important factors that determine the functional model of local authorities.Since the founding of the People’s Republic of China,in order to achieve the ultimate goal of economic development in ethnic areas,local authorities in such areas have gone through three changes in their functional models.Through a historical analysis of the changes in government functions,it is found that the change of the local government function in ethnic areas from their dominance to their guidance is to respond to the demands of changes in the fundamental characteristics of society.Therefore,in the face of the arrival of the new era,the local government in ethnic areas shall construct a perfect guiding function in the future,so as to successfully complete the sustainable development task proposed by the central government for ethnic areas.
