摘 要:在全球化和知识经济的大背景下,留学生教育已经成为国际高等教育领域最具代表性、最为活跃的现象之一。全球范围内对人才资本的竞争日益激烈,留学生教育呈现出明显的共同特征。近年来,民粹主义、排外主义等"逆全球化"风潮愈演愈烈,在一定程度上阻碍着留学生教育发展。然而,逆全球化不是全球化进程的终结,全球范围的学生跨国流动不会停滞,留学生教育的竞争依然激烈。留学目的地国签证、安全风险、受歧视程度、就业机会、公共卫生体系等因素在留学决策的作用日益凸显。全球留学生流动多方向、多中心并存的格局逐渐显现,区域内学生流动走势日渐增强。在世界逆全球化不断涌现和复苏的民族主义兴起之时,各国和高等教育系统应反思留学生教育的目标和存在的意义,充分挖掘留学生教育在促进国际理解,促进不同文明交流互鉴中的价值。In the context of globalization and knowledge economy,international student education has become one of the most representative and active phenomena in the field of international higher education. With the increasingly fierce competitions for talents across the globe,international student education shows common features. The recent years have witnessed such growing tides of deglobalization as populism and exclusionism,which have hindered the development of international student education to a certain extent. However,deglobalization is not the end of the process of globalization.The transnational flows of students across the globe will not stagnate,and the competitions for international student education are still fierce. Such factors as visas,security risks,the degree of discrimination,job opportunities,and the public health system in destination countries are increasingly highlighted in the decision-making for international student education. The multi-direction and multi-center pattern of international student mobility has gradually emerged,and international student mobility within a region tends to increase. With the rise of deglobalization and nationalism,countries and higher education systems are supposed to offer reflections on the goals and significance of international student education,and explore the role of international student education in promoting international understanding and the communication between different civilizations.
