摘　　要：1999年-2019年中国高等教育大众化20年进程可以细分为三个发展阶段:快速扩张阶段、提高质量阶段、内涵式发展阶段,每个阶段的发展重点与主要任务各有侧重。由于国情的差异,中国高等教育大众化进程呈现出了不同于西方国家的鲜明特征:在决策机制上,是基于多源流汇聚的合理决策;在发展模式上,是后发国家高等教育超常规、追赶型、跨越式发展;在过程转换上,创造了具有中国特色的有序、有度、有节奏平稳推进大众化的新奇迹、新路子。The 20-year process of popularization of higher education in China from 1999 to 2019 can be divided into three stages:rapid expansion(1999-2005),quality improvement(2006-2011)and intensive development(2012-2019).Each stage has its own development priority and main tasks.The process of popularization of higher education in China presents distinctions different from those in Western countries due to different national conditions:rational decision-making based on the convergence of multiple sources;supernormal,pursuant and leap-forward development as a developing country;and a new miracle and new way in orderly,moderate and steady multiphase transformation.
