摘　　要：使人民信仰宪法的内在要素在于宪法自身所蕴涵的神圣价值以及这一价值所体现的全体人民的共同意志、共同情感、社会共识与共同利益。同时,宪法信仰的情感表达离不开各种体现庄严与神圣性的宪法仪式,这些仪式在我国主要包括宪法宣誓仪式、升挂国旗仪式、奏唱国歌仪式、悬挂国徽仪式等,它们构成了宪法信仰的外在要件;宪法信仰的生成,除了具有信仰者内在的确信情感与外在的仪式表达外,还与宪法作为法规范在现实社会中实施的深度与广度具有密切的联系。只有真正实施和推进宪法审查或合宪性审查,并激活宪法文本上的权利条款,才能使人民树立起对宪法的信奉乃至信仰的情感;宪法信仰作为一种世俗信仰,不仅需要对宪法权利保障的深刻体验,而且更需要政府与社会对公民进行宪法教育与宣传。宪法教育对于公民培育对宪法的信仰意识与情感具有密切的联系,只有通过不断、持续地宪法教育,才能渐渐将宪法意识与宪法精神铭刻于公民的心中,使公民慢慢树立起对宪法的信仰。No matter from the perspective of the actual meaning or form elements of atheistic religion.The inherent element of people’s belief in the constitution lies in the sacred value contained in the constitution itself and the common will,common feeling,social consensus and common interests of all the people embodied in the value.At the same time,the emotional expression of constitutional faith is inseparable from a variety of solemn and sacred constitutional ceremonies. These ceremonies in China mainly include the constitutional oath ceremony,the flag-raising ceremony,the singing of the national anthem ceremony,the hanging of the national emblem ceremony,etc.,which constitute the external elements of constitutional faith;The formation of constitutional belief is closely related to the depth and breadth of the implementation of the constitution as a legal norm in the real society,besides the inner sure emotion and external ritual expression of believers.Only by truly carrying out and implementing the constitutional review or constitutional review,and activating the rights clauses in the constitution text,can the people set up the belief and even the feeling of faith in the constitution.As a kind of secular belief,constitutional faith not only needs the profound experience of the protection of constitutional rights,but also needs the government and society to educate and publicize the " benefits" of the constitution.Constitutional education is closely related to the cultivation of citizens ’ belief awareness and emotion in the constitution. Only through continuous and continuous constitutional education can the constitutional awareness and spirit be engraved in the hearts of citizens gradually,and citizens gradually establish their belief in the constitution.
