高职教育助力脱贫攻坚成果巩固长效机制构建:基于复杂适应系统理论

摘　　要：高职教育作为与经济社会发展联系密切、服务贴近、贡献直接的一种教育类型,在助力脱贫攻坚成果巩固中发挥着独特的功能和作用。从"依高职教育扶贫"和"扶高职教育之贫"两方面进行剖析,当前高职教育助力脱贫攻坚成果巩固机制建设主要存在资源统整机制有待完善、校地共赢发展机制有待健全、"输血+造血"机制后劲不足、产学研用协同机制有待创新、科技成果转化机制有待畅通、专业匹配机制有待加强等问题。为有效应对上述问题,高职教育在脱贫攻坚成果巩固中要充分助力作用,结合复杂适应系统理论,通过完善多元主体协同治理机制、创新产教融合机制、健全成果转化激励机制、优化专业匹配机制、推进高职教育服务乡村振兴机制等途径来构建高职教育助力脱贫攻坚成果巩固长效机制,旨在助力贫困地区持续安稳脱贫。As a type of education connecting closely with,serving nearly for and contributing directly to economic and social development,higher vocational education plays a unique role in consolidating achievements of poverty alleviation.Analyzed from two aspects of"helping the poor by higher vocational education"and"helping the poor in higher vocational education",there are some problems in the consolidation mechanism construction,such as the integration of resources integration mechanism to be improved,the school win-win development mechanism remains to be enhanced,the industry-university-research coordination mechanism needs to be innovated,and the scientific and technological achievement transformation mechanism needs to be unblocked.In order to deal with the above problems,based on the theory of Complex Adaptive System,the paper proposes ways to improve the collaborative governance mechanism of multiple subjects,innovate the integration of vocational education and industry,improve the incentive mechanism for achievement transformation,optimize major match and promote rural vitalization from the assistance of higher vocational education.
