摘 要:针对传统控规中道路规划存在的功能定位不足、平面要素不清、断面划分不精细、竖向缺乏统筹、道路红线划定粗放等典型问题,探索面向控规层面的道路系统规划。深入研究道路系统规划的目标、内容和技术方法,精细化确定道路系统“指标、平面、竖向、横断面、交叉节点、附属设施”等关键要素,形成全面的道路系统规划及管控要素体系。将道路系统规划的核心内容融入控规予以支撑,形成法定化的管控指标要素,实现对规划管理的决策支持和对工程设计的精细化指引。Aiming at typical problems such as insufficient functional positioning,unclear planar index elements,imprecise cross-section division,lack of overall consideration in vertical planning,and extensive red line delineation of roads in road planning in traditional regulatory planning,regulatory planning-oriented planning of road system is explored.In-depth study of the objectives,contents and technical methods of detailed planning of the road system and refinement of key elements such as"indicators,planes,verticals,cross-sections,intersections,and ancillary facilities"of the road system,forming a systematic and comprehensive road system planning and control element system.The core content of road system planning is incorporated into regulatory planning to support the formation of statutory management and control index elements to achieve decision support for planning management and refined guidance for engineering design.
