摘　　要：国家教育发展规划、开放大学发展政策和开放大学独立发展的强烈诉求促使国家开放大学与省级开放大学之间的关系需要重新构建。借鉴联邦制大学的有效实践,剖析联邦制大学对于国家开放大学与省级开放大学构建新关系的适切性与现实意义,从达成信念共识、平等互利、混合式契约管理三个方面提出构建国家开放大学与省级开放大学新关系的策略。这种合作伙伴关系,将有利于提高省级开放大学的办学自主性和开放大学系统办学的整体收益,进而实现国家开放大学与省级开放大学关系的历史蜕变。The relationship between the national open university and the provincial open universities must be reconstructed under the urge of the national development plan for education,the development policy of open universities and the strong appeal for independent development of open universities.Based on the effective practice of the federal university,this paper analyzes the applicability and practical significance of the federal university to the construction of the new relationship between the National Open University and the provincial open universities,and puts forward the strategies for the construction of the new relationship between the National Open University and the provincial open universities from the three aspects: reaching consensus of belief,equality and mutual benefit,and hybrid contract management.This partnership will benefit to improve the autonomy of the provincial open universities and the overall revenue of the open university system,and then realize the historic transformation of the relationship between the National Open University and the provincial open universities.
