摘  要:在推进国家治理现代化背景下,全面提升包括应急管理能力在内的高校治理能力势在必行。高校应急管理有着不同于日常教育教学管理的明显特征,决定了其在理念、方式和效果方面的独特性。审视当前高校应急管理,存在理念相对滞后、合法性不足、治理效果逐渐式微的治理困境。将行政法理念和治理理论相联结,形成新的行政法治理理念,以对高校应急管理进行规范回应。基于行政法治理理念,从治理理念、理性结构、管理措施3个方面,对高校应急管理重塑进行整体性论证。In the context of advancing the modernization of national governance,it is imperative to comprehensively improve the governance capabilities of universities,including emergency management capabilities.University emergency management has distinct characteristics different from daily education and teaching management,which determines its uniqueness in terms of concept,method and effect.Examining the current emergency management of colleges and universities,there exist governance dilemmas,like relatively backward concepts,insufficient legitimacy,and gradual decline in governance effects.The ideas of administrative law and governance theory are connected to form a new one of administrative law governance philosophy,so as to respond to the emergency management of colleges and universities in a standardized manner.Based on the administrative law governance philosophy,from the perspective of the governance concept,rational structure,and management measures,a comprehensive demonstration of the emergency management remodeling in universities is conducted.
