新时代背景下外部环境对中外合作办学的影响研究

摘　　要：针对社会公众对中外合作办学认可度偏低问题进行分析,认为社会公众对中外合作办学质量的质疑是造成对其认可度偏低的主要原因。根据办学定位与办学质量的关系,分析了社会发展对国际化人才需求、中国学生对国际化教育的需求和教育主管部门宏观政策等外部因素对中外合作办学定位的影响。在此基础上提出,中外合作办学的办学定位应在新时代背景下,以培养具备全球意识和跨文化管理能力的国际化人才为目标,把引进的国外优质教育资源与国内尤其是办学高校的具体情况相结合,重塑办学定位,重构适应现实国情的高质量教学体制、机制,使国外的先进经验在国内高校落地生根。这些正是提高办学质量和提升社会公众认可度的根本途径。Based on the analysis of the public’s low recognition of sino-foreign cooperative education,it is believed that the public’s doubts about the quality is the main reason for such low recognition.According to the relationship between school positioning and school quality,this paper analyzes the social development’s demand for internationalized talents,Chinese students’demand for international education,and the influences of external factors such as macro policies of education authorities on the positioning of Sino-foreign cooperation education.The orientation of cooperative education should be in the context of the new era,with the goal of cultivating international talents with global thinking awareness and cross-cultural management capabilities,combining imported high-quality educational resources from abroad with the specific conditions of domestic universities,especially the hosting universities.By shaping the orientation of running a school,and reconstructing a high-quality teaching system and mechanism that adapts to the actual national conditions,can advanced foreign experience benefit domestic colleges and universities.Such is the fundamental way to improve the quality of school running and increase public recognition.
