公立医院改革下药品预算精细化管理与绩效考核探讨

摘　　要：随着公立医院改革的持续推进,控制药品成本已形成广泛共识。然而如何控制药品成本又是医院管理者面临的共同难题。北京地坛医院探索出"预算牵头,绩效收尾,全程管理"的药品成本管理模式,系统性地解决了药品成本控制的难题,取得很好成效。医院药品成本明显下降,收入结构优化,同时患者负担没有增加。With the continuous reform of public hospitals,a consensus on controlling drugs costs has generally been reached.However,controlling the drugs costs is still a common problem for hospital administrators.Under this background,Beijing Ditan Hospital has explored a drug cost management model that features overall management led by drug budget and ended with performance assessment.It is proved that this model has systematically solved the problem of drug cost control and has achieved good results.The cost of drugs in hospitals has decreased significantly,and the income structure has been optimized.At the same time,the burden of patients does not increase.
