摘　　要：生态文明建设是新时代生态保护与发展的新要求。生态流域综合治理规划是一项战略性、前瞻性、综合性的工作。生态流域综合治理以生态文明理念为指导,以流域为治理单元,协同解决水资源、水灾害、水生态、水环境、水管理、水文化和水经济等问题,实现河湖健康、人水和谐、环境保护与经济发展共赢的目标。以“节水优先、空间均衡、系统治理、两手发力”的治水思路为指引,提出生态流域综合治理规划思路和内容,构建陆域生态保障与污染防控、岸线生态建设与美化优化、水域环境保护与生态修复、产业布局优化与文化旅游建设、流域综合管理与制度建设五大生态流域综合治理体系,为生态流域综合治理规划编制提供参考。Ecological civilization construction is a new requirement for ecological protection and development in the new era.As a forward-looking and comprehensive undertaking,formulating plan for comprehensive management of river basin ecology is of strategic significance.Under the guidance of concept of ecological civilization and taking river basin as a unit for governance,comprehensive management of river basin ecology may tackle water-related issues such as water resources,disaster,ecology,environment,management,culture and economy in a coordinated way,so as to achieve win-win results of river and lake health,people and water harmony,environmental protection and economic development.Guided by the guideline of“prioritize water conservation,balance development with spatial distribution of water resources,practice systematic governance and achieve government-market synergy”,ideas and contents of planning for comprehensive management of river basin ecology are proposed scientifically,with five major tasks of safeguarding land ecology and prevention and control of pollution,shoreline ecological restoration and beautification optimization,water environment protection and ecological restoration,industrial layout optimization and promotion of cultural-oriented tourism,as well as integrated river basin management and institutional system construction.This study may be referenced in making plan for comprehensive management of river basin ecology.
