摘　　要：为利用信息化技术,全面提升应对突发疫情卫生应急事件的能力,结合当前新型冠状病毒肺炎疫情防控要求,以需求为导向,提出基于系统整合、依托“一网统管”平台的突发疫情卫生应急信息平台保障方案。从保障目标和原则、平台架构设计、信息技术资源保障、网络安全保障、应急预案管理机制保障5个方面对方案进行探讨。旨在实现卫生应急资源统筹调度、多部门协同联动、疫情态势全面感知和发展趋势预判、关键指令实时下达和重大信息统一发布,提升突发疫情卫生应急一体化和智能化协调指挥及精准处置能力。Use information technology to improve the emergency response ability for outbreak-epidemic and health emergencies.Combined with the requirements of the COVID-19 pandemic control and prevention,a guarantee plan of the health emergency in formation platform for outbreak-epidemic is proposed based on the system integration and"one network unified management"platform.The plan is discussed from 5 aspects:objective and principle,platform architecture design,information technology resource support,network security support,and the emergency plan mechanism support.It aims to realize the overall planning and dispatch of health emergency resources,multi-department coordination and linkage,comprehensive perception of epidemic situation and prediction of the development trends,real-time delivery of key instructions and unified release of major information,and improve the ability of integrated and intelligent coordination,commanding and precise disposal of health emergencies.
