加工贸易发展绩效对工业高质量发展的促进效应——以我国中西部19个省(区、市)为例

摘　　要：中西部地区迅速增长的加工贸易对工业高质量发展的促进效应如何,目前尚未得到实证层面的证据支持。构建中西部地区加工贸易发展绩效评价指标体系,测算中西部19个省(区、市)的加工贸易发展绩效水平,运用面板数据模型分析中西部地区加工贸易发展绩效对工业高质量发展的促进效应。研究发现:第一,中部地区的加工贸易发展绩效水平普遍高于西部地区。第二,工业企业新产品研发支出对中部和西部地区工业高质量发展均有明显的促进作用。第三,加工贸易发展绩效对中部和西部地区工业高质量发展的促进效应存在地区性差异。因此中西部各省(区、市)应有针对性地制定吸引加工贸易梯度转移的政策,通过增强工业企业的自主创新研发能力以实现加工贸易对工业高质量发展的促进效应。At present,there is no empirical evidence to support the promotion effect of the rapid growth of processing trade on high-quality industrial development in the central and western regions.This paper constructs the performance evaluation index system of processing trade development the regions,measures the development performance level of processing trade of 19 provinces(regions and cities)in the regions,and analyzes the promoting effect of processing trade development performance on the high-quality industrial development by using the panel data model.The results show that,firstly,the performance level of processing trade in central China is generally higher than that in the western region.Secondly,new product R&D expenditure of industrial enterprises has a significant role in promoting high-quality industrial development in the central and western regions.Thirdly,there are regional differences in the promotion effect of processing trade development performance on the high-quality industrial development in the regions.Therefore,the central and western provinces(regions,cities)should formulate targeted policies to attract the gradient transfer of processing trade,so as to realize the promotion effect of processing trade on the high-quality development of industry by enhancing the independent innovation and R&D ability of industrial enterprises.
