高校校园及周边平安联创机制的构建与实践

摘　　要：校园及周边安全是高校和谐稳定发展的重要组成部分。由于校园周边未能形成科学合理的综合治理体系,使得校园周边安全管理容易出现真空地带,为彻底解决校园及周边安全环境问题,着重从如何打造新时代共建、共治、共享的社会治理格局为思路,提出高校及属地政府的创新管理方法,探索建立以平安联创机制为平台,加强校内、校外联防联创,积极开展“平安单位”和“平安校园”创建活动,为高校校园及周边安全联创机制的构建提供借鉴。Security on and around campuses is an integral part of the harmonious and stable development of colleges and universities.Due to the lack of a scientific and sound comprehensive management system around campuses,security management around campuses is prone to loopholes.In order to ensure security on and around campuses,it is important to explore ways to implement social governance with the involvement of all stakeholders.As such,it is necessary for colleges and universities join hands with the governments of their host cities to introduce innovative management methods,build joint safety mechanisms,strength joint on-and off-campus security protection,and bid for the titles of"safe institutions"and"safe campuses".Such efforts will provide references for the construction of the joint security mechanisms on and around campuses.
