社会规范、个人规范与土壤污染防治——来自农户微观数据的证据

摘　　要：基于拓展的计划行为理论,利用陕西、山西、甘肃、安徽和江苏五省1023份农户调查数据,分析与验证了社会规范和个人规范对农户土壤污染防治行为的影响。结果表明:1)在社会规范中,描述性社会规范和命令性社会规范均对农户的土壤污染防治行为同时发挥直接与间接促进作用。2)个人规范直接促进农户土壤污染防治行为。3)描述性社会规范和命令性社会规范均促进了农户土壤污染防治意愿向行为转化。4)农户对土壤污染防治行为的态度、主观规范、感知行为控制、土壤污染防治意愿和行为之间的关系均符合计划行为理论的作用路径。据此提出应加强宣传土壤污染防治行为实施先行者事例、制定相应的实施标准和规范,提高农户对实施土壤污染防治行为的社会规范感知,培育农户的个人规范,完善相关配套设施,提升农户对实施土壤污染防治行为的感知行为控制等政策建议。Based on the extended theory of planned behavior,this study analyzed and verified the impact of social norms and personal norms on farmers’soil pollution prevention and control behaviors by using the data of 1023 farmer surveys in Shaanxi,Shanxi,Gansu,Anhui and Jiangsu provinces.The results shows that:(1)In social norms,the descriptive social norms and injunctive social norms both play direct and indirect roles in promoting farmers’soil pollution prevention and control behavior.(2)The personal norms promote farmers’soil pollution prevention and control behavior directly.(3)The descriptive social norms and injunctive social norms both promote the transformation of farmers’willingness to prevent and control soil pollution into behavior.(4)The relationships between farmers’attitude towards soil pollution prevention and control behavior,subjective norms,perceived behavior control,soil pollution prevention and control willingness and behavior are in line with the action path of the theory of planned behavior.Accordingly,policy suggestions were put forward that we should strengthen the propaganda of soil pollution prevention actions for the implementation of the pioneer example,formulate the standards and norms,improve farmers’perception for soil pollution prevention and control of behavior of social norms,cultivate farmers’personal norms,perfect the relevant supporting facilities,improve farmers’perceived behavior control of soil pollution prevention and control of behavior.
