摘 要:自2018年9月28日开启长三角跨省门诊异地联网结算试点工作以来,截止到2019年10月底,浙、皖、苏和沪等三省一市的试点工作共计为40.62万人次服务,累计联网结算费用8922.6万元。其中,上海市去三省就医的结算人次与三省来上海市就医的人次比例为1∶1.8,由于上海市的高医疗水平,较之上海市去三省就医的人次,三省来上海市异地就医的人次更多。但是,长三角跨省门诊异地联网结算并没有造成三省倒灌上海市的现象,是对三省一市都有利的一项政策。为了让该项政策红利更好地执行到位,对其发展存在的问题进行了分析,并试图对问题的破解之法提出建议。The pilot work was started on September 28,2018.By the end of October 2019,the pilot work of remote outpatient online direct settlement in Zhejiang,Anhui,Jiangsu and Shanghai other provinces covered a total of 406200 service times,and the accumulated online settlement fee was 89.226 million yuan.Among them,the proportion of settlement visits from Shanghai to the three provinces was 1:1.8.Due to the high level of medical treatment in Shanghai,compared with the number of Shanghai residents who went to the three provinces,the number of residents of three provinces visited to Shanghai for medical treatment was more than that from the three provinces.However,the cross provincial outpatient network settlement in the Yangtze River Delta did not caused the phenomenon of three provinces pouring into Shanghai,which was a favorable policy for these areas.In order to make the policy dividend better implemented in place,it analyzed the problems existing in its development,and tried to put forward suggestions on how to solve the problems.
