公共管理“公共性”价值的集体意向性分析

摘　　要：作为公共管理理论研究的核心和关键,“公共性”价值界定和运行机制一直是学界研究重点问题。诸多研究体系对于公共性产生机理性原理的分析一直处于模糊状况。已有研究采取了基于先验性的概念界定和分析逻辑,直接从公共性的外在表现形式——公共利益、公共精神等范畴入手进行问题解读。那么如何从公共哲学角度,探寻符合公共管理理论特点的公共性价值形成机制理论是学科建设必须重视的基础性问题。从集体意向性理论出发,围绕公共性形成机理开展本体论、方法论、价值论研究,是公共管理理论研究新的探索。总结中国公共管理工作在新冠疫情抗击中的成功经验,在探索符合新时代中国公共管理理论自身发展道路哲学理论构建形成过程中,围绕集体主义价值取向的集体意向性分析,将是实现国家治理体系和治理能力现代建设制度优势重要体现。As the core and key research of public management theory,“publicity”value definition and operation mechanism has been the focus of academic research.However,in many research systems,the analysis of the mechanism of publicity has always been in a vague state.Many scholars have adopted the concept definition and analysis logic based on Transcendentalism in the research of related issues,and directly interpreted the problems from the external manifestations of publicity,such as public interest and public spirit.Therefore,how to explore the formation mechanism of publicity value in line with the characteristics of public management theory from the perspective of public philosophy is a fundamental issue that must be paid attention to in discipline construction.Starting from the collective intentionality theory and focusing on the formation mechanism of publicity,ontology,methodology and axiology are new explorations of public management theory.At the beginning of 2020,the new epidemic situation sweeping the world has become an important event to test the ability of national administration,especially crisis management.To sum up the experience of China’s public management in the fight against the new epidemic situation,and in the process of exploring the development path of China’s public management theory in the new era,the analysis of collective intentionality around the value orientation of collectivism will be an important embodiment of the institutional advantages of modern construction of national governance system and governance capacity.
