摘  要:新中国成立初期,安徽阜阳地区民办小学教师工资偏低,收入较少,以致影响了教师个人生活与教学质量的提高。为解决民办教师收入低的问题,当地政府开始采用社会动员方式筹集民办小学经费,但经费来源不稳定,教师收入仍然偏低;其后采取谁上学谁出钱的办法,通过向学生收取一定的学费来改善教师待遇,但教师工资还是不能保证足额发放;最后在1952年下半年,通过实施将民办教师转为公办教师的办法,才使得民办小学教师有了稳定的工资收入,较好解决了其生活问题。In the early days of the People’s Republic of China(PRC),private primary school teachers in Fuyang,Anhui had rather low salaries and incomes,which affected the improvement in the quality of teachers’personal lives and teaching.In order to solve their problem of low income,the local government activated social forces to raise funds for private primary school,but the source of funding was unstable,and teachers’income was still low.Later,the method of“whoever goes to school pays”was adopted,through charging students a certain amount tuition fees to improve teachers’treatment,but teachers’full amount of salary was still not guaranteed.Finally,in the second half of 1952,through the implementation of converting private teachers to public teachers,the private elementary school teachers gained a stable salary,so as to better solve their difficulties in life.
