摘 要:本文从组织资源理论视角思考莫迪执政以来印人党保持高支持率的原因。印人党从内部完善组织架构、强化党员队伍建设、建设全方位基层动员网络,并通过“同盟家族”、政党联盟和工商阶层吸纳、整合外部人力、物力与资金资源。不仅如此,印人党探索出符合印度社会结构特点的动员策略,实现了在以种姓制度和城乡二元结构为特点的多元社会结构下的有效政治动员。然而,选举导向的资源整合与分化导向的动员策略,虽能在短期内收获支持,但对于印人党乃至印度政党政治的发展亦有明显的局限性。This article applies theories of organizational resources to consider how India’s BJP has maintained a high approval rating under the leadership of the Modi Administration.The BJP improved its internal structures, strengthened its party building efforts, developed a comprehensive grassroots mobilization network and has managed to absorb and integrate human, material and financial resources through the formation of traditional clan,political party and business sector alliances.What is more,the BJP has discovered a unique modality of strategic mobilization that is tailored to the characteristics of India’s social structures.This has enabled it to achieve effective political mobilization under a social structure characterized by the caste system and a sharp urbanrural divide.Yet,while election driven consolidation of resources and differential mobilization strategies have proven effective in winning shortterm support,they also come with clear limitations vis-à-vis the BJP and Indian party politics more broadly.
