摘　　要：“绿水青山就是金山银山”的重要论断,是习近平生态文明思想的重要组成部分,其要义就是要重视好、保护好、建设好生态环境,让天更蓝、地更绿、水更清、土更净、景更秀、居更美,以满足广大人民群众日益增长的美好生活需求。在此,对“两山”及其相互关系作了解析,特别提出了“两山”双向转化的命题,并讨论了双向转化的适用场合;对包括生态补偿、转移支付、生态旅游、生态农业、生态康养、碳汇交易、绿色债券等在内的“两山”转化的主体模式进行了讨论,并对各种模式的适用性进行了分析;对包括法律工具、行政工具、经济工具、信息工具和技术工具等在内的“两山”转化的政策工具进行了解构,并对各类工具的适用性进行了讨论。The important assertion that“Lucid waters and lush mountains are invaluable assets”is one of the important components of Xi Jinping’s Thought on Ecological Civilization.The essence of this assertion is to attach importance to protecting and building a good ecology and environment,so that the sky is bluer,the land is greener,the water is more lucid,the soil is cleaner,the scenery is more picturesque,and the homes are more beautiful,in order to meet the growing needs of the masses for a better life.In this paper,we analyze the“Two Mountains”and their interrelationships,especially propose the“two-way transformation”of the“two mountains”,and also discuss the applicable occasions for the two-way transformation;we discuss the main modes of transformation of the“Two Mountains”,including ecological compensation,transfer payments,ecological tourism,ecological agriculture,ecological recreation,carbon trading,green bonds,etc.,and also discuss the applicability of the various modes;we discuss the policy tools for the transformation of the“Two Mountains”,including legal,administrative,economic,information and technical tools,and also discuss the applicability of the various tools.
