摘　　要：“三农”发展进入城乡融合新阶段,新型城镇化是实现城乡融合发展的重要手段。为探索城乡融合背景下我国民族地区新型城镇化发展路径,从“自上而下”政府主导以数字化考核为目标的民族地区新型城镇化现实路径入手,采用文献研究与历史分析等方法,客观地考察民族地区新型城镇化面临的城镇化水平整体偏低、贫困问题以及城乡收入差距呈扩大趋势的现实困境,提出在民族地区政策支持、资源优势和独特区位的三重支持下,构筑民族地区县域双维度网络基础,践行生态文明理念,建设以民族特色小镇为核心的“网络节点式”城乡融合新型城镇,构建“自下而上”产业主导的以生态可持续发展为目标的新路径。The development of“agriculture,rural areas and rural people”has entered a new stage of urban-rural integration,and new urbanization is an important means to achieve urban-rural integration.In order to explore the development path of new urbanization in ethnic areas in China under the background of urban-rural integration,it was started from the practical path of new urbanization in ethnic areas,which was characterized by digital assessment goal in a government-led“top-down”.By using the methods of literature research and historical analysis,it was objectively investigated the plight of ethnic regions,such as low urbanization,poverty,and widening urban-rural gap.Under the triple support of policy,resource advantage and unique location,it was constructed a two-dimensional network foundation of counties in ethnic areas,practiced the concept of ecological civilization,and built a“network node type”urban-rural integration new town with ethnic characteristic towns as the core.And it was structured the new“bottom-up”path which was led by industry with the goal of ecological sustainable development.
