摘　　要：安全生产是员工安全健康的基础,是企业生存、发展、壮大的保障。但近年来,行业内安全事故频发,人身伤亡时有发生,给企业带来巨大损失。针对如何杜绝安全事故的发生,本文从安全目标、安全责任、基础管理、安全行为、安全道德以及安全创新等六个方面分别阐述了如何建立安全文化体系,营造“安全人人管、人人管安全”安全氛围,实现生产经营过程中安全管理受控。Safety production is the basis of employees'safety and health,and the guarantee for the survival,development and growth of enterprises.However,in recent years,safety accidents occur frequently in the industry,and personal casualties occur from time to time,which cauce huge losses to enterprises.In view of how to put an end to the occurrence of safety accidents,this paper expounds how to establish a safety culture system from six aspects of safety objective,safety responsibility,basic management,safety behavior,safety ethics and safety innovation,in order to create a safety atmosphere of“everyone in charge of safety”,so as to realize the well control of safety management in the process of production and operation.
