省域研究生教育质量保障体系的优化与创新

摘　　要：省域研究生教育质量保障体系是研究生教育质量保障体系的重要组成部分。省域研究生教育质量保障体系在不同时期表现出不同的阶段性重点,从其历史演进来看,先后经历了国家集中管控、省级政府参与和省域质量保障体系全面自主构建三个阶段。省级政府与高校等多元主体联动效应开始凸显,但保障体系权力越位与缺位、多元主体目标关系定位不准确、治理机制不灵活和保障能力欠缺等因素仍制约省域研究生教育质量保障体系合力的发挥。为了协同推进省域研究生教育质量保障体系高效运行,还需要树立以"学"为中心的教育质量保障价值观念,注重统筹规划、宏观管理与间接参与的治理方式,建立价值导向正确、治理主体明晰和目标明确的制度文化。Provincial graduate education quality assurance system is an important part of graduate education quality assurance system.The provincial postgraduate education quality assurance system shows different stage focus in different periods,which has experienced three stages:national centralized control,provincial government participation and provincial quality assurance system construction.The linkage effect between provincial government and universities has begun to highlight,but factors such as the offside and absence of power in the security system,the inaccurate positioning of the multi subject target relationship,the inflexible governance mechanism and the lack of guarantee ability still restrict the joint efforts of the provincial postgraduate education quality assurance system.In order to promote the efficient operation of the provincial postgraduate education quality assurance system,we should establish the value concept of "learning centered",pay attention to the governance mode of overall planning,macro management and indirect participation,and establish the system with correct value orientation,clear governance subject and institutional culture with clear objectives.
