营商环境、政府支持与企业创新产出效率——基于技术比较优势的视角

摘　　要：为了考察政府和市场两大因素对企业技术创新产出效率的影响,基于2007—2018年中国制造业上市企业专利面板数据,从技术比较优势的视角,探究政府支持和营商环境与企业创新产出的关系。实证分析结果显示:(1)政府支持方面,政府的直接创新补贴和间接财政支出对企业的创新产出均存在积极影响;营商环境方面,政府治理环境和法制建设环境对企业的创新产出效率具有促进效应,而外商投资环境则对企业的创新产出效率存在一定的抑制效应。(2)从技术比较优势视角看,政府支持中的直接创新补贴和间接财政支出仅对处于低技术比较优势的企业的创新产出效率有促进效应;营商环境中的政府治理环境对处于高技术比较优势的企业的创新产出效率有促进效应,而法制建设环境和外商投资环境仅显著影响处于低技术比较优势的企业的创新产出效率。研究结论表明政府支持和营商环境对不同地区、行业和规模的企业的创新产出效率的影响存在差异。In order to examine the impact of the two major factors of the market and the government on the output efficiency of enterprise's technological innovation,this paper uses China's 2007-2018 manufacturing enterprise patent panel data to explore the relationships among the business environment,government support and enterprise innovation output based on the perspective of technological comparative advantage.The conclusions are shown as follows.Firstly,in terms of government support,the government's direct innovation subsidies and indirect fiscal expenditures have a positive impact on the enterpris innovation output;While in terms of the business environment,the governance environment and the legal environment also contribute to the enterprise innovation output efficiency,while the foreign investment environment has a certain inhibitory effect on the innovation output efficiency of the enterprise.Secondly,from the perspective of technological advantages,the government's direct innovation subsidies and indirect fiscal expenditures only promote the innovation output efficiency of enterprises in low-tech comparative advantage areas,and the governance environment has an effect on the innovation output efficiency of enterprises in high-tech comparative advantage areas.The promotion effect,while the legal environment and foreign investment environment only significantly affect the innovation output efficiency of enterprises in low-tech comparative advantage regions,indicating that government support and business environment have different effects on the innovation output efficiency of enterprises of different regions,industries and sizes.
