摘　　要：后疫情时期,海外人才引进环境发生新变化,中美人才争夺战进入新阶段,人才安全成为国家战略安全重要组成。上海要改变海外人才引进的惯有思路,以更完备的综合环境、更完善的人才生态来吸引全球人才。其中,关键要把国内自己的事情办好,“危”中有“机”,“危”中捕“机”,化“危”为“机”,以此次全球疫情为契机,以更大的力度吸引海外优秀人才回国就业、创业创新。In the post-epidemic period,the environment for overseas talent introduction has changed,the war for talent between China and the United States has entered a new stage,and talent security has become an important component of national strategic security.Shanghai should change the usual way of thinking about the introduction of overseas talents,and attract global talents with a more complete and comprehensive environment and a more perfect talent ecology.Among them,the key is to do the domestic affairs well,“opportunity”existing in“crisis”,catching“opportunity”in“danger”,turning“crisis”into“opportunity”,then to take the global epidemic as an opportunity to attract overseas talents with greater efforts to return to China for employment,entrepreneurship and innovation.
