摘 要:随着医改的不断深入,医师多点执业政策的实施逐渐解除医院对于医师的限制,对于公立医院人力资源管理产生较大影响,在市场规律的作用下,医疗资源进行重新再分配。在此背景下,通过分析多点执业和公立人力资源管理风险研究的现状,综合分析公立医院在医师多点执业背景下,在选人、用人、育人、留人4项人力资源管理活动中存在的风险因素,研究了风险因素产生的原因,从规避风险、保留风险、转移和减少风险、利用风险4个方面提出合理化建议。With the deepening of medical reform,the implementation of multi-point practice policy for doctors has gradually lifted the restrictions on doctors in hospitals,which has a great impact on human resource management in public hospitals.Under the role of market rules,medical resources are redistributed.In this context,we analyze the current situation of multi-sited practice and public human resource management risk research.Through a comprehensive analysis of the risk factors existing in four human resource management activities of public hospitals in the context of multi-sited practice of doctors,including personnel selection,employment,education and retention,we study the causes of risk factors,from risk aversion,risk retention,risk transfer and reduction,risk utilization Put forward rationalization suggestions from four aspects of risk.
