石化企业构建投资绩效考核体系的探讨

摘　　要：针对石化企业投资项目点多面广、管理类型各具特色这一复杂状况,借鉴国际油公司绩效考核的先进理念和做法,深入分析石化企业的技术经济特点,探索构建一套以战略和责权为导向,设立指标和权重,以投资额度确定管理难度系数,以业务板块增量、已投产项目、投资管理与控制等三类指标绩效考核为主线的考核体系。该考核体系的建立和实施对于加快转变职能,切实履行职责,明确责任主体,落实投资责任,强化投资回报,引导企业科学、有效和可持续发展至关重要。In view of the complex situation of petrochemical companies’investment projects in a wide variety of areas and various management types,based on learning of the advanced concepts and practices of performance appraisal of international oil companies,and deep analysis of the technical and economic characteristics of petrochemical companies,a performance appraisal system was established which set the relevant indexes and weights oriented by strategies and responsibilities,fixed the management difficulty coefficient based on the investment quota,and took the three types index indicators including business sector incremental performance assessment,performance assessment of projects in operation,and investment management and control as the main line of assessment system.The establishment and implementation of the assessment system is essential for accelerating the transformation of functions,earnestly performing duties,clarifying the main body of responsibility,implementing investment responsibilities,strengthening investment returns,and guiding the scientific,effective and sustainable development of enterprises.
