摘　　要：“将健康融入所有政策”是世界卫生组织倡导并写入我国健康基本法的公共健康发展战略。为使其具有实践的制度生命力,从政治、科学和行政的维度探讨和建构三重实践逻辑--健康优先、健康评价和健康协同。“将疫情防控融入所有政策”、“健康促进县(区)建设”和“医养结合下健康大部制改革”都是“将健康融入所有政策”的中国方案和经验贡献,彰显国家制度和治理体系的显著优势。随着我国迎来健康治理的机会之窗,在三重实践逻辑的指引下,从确立公共健康的危机意识,实行健康影响评价制度,形成立法、行政、司法在健康问题上的“大协同”、组建国家健康委员会、国家疾病预防控制局的“中整合”以及社区临床医疗和公共卫生的“微融合”等方面建立长效机制,推动“将健康融入所有政策”成为我国健康风险防控的治本之策。“Incorporating health in all policies”is a strategy for promoting health advocated by WHO that has been written into China's basic law of health.To make it institutionally viable,there is a need to construct its three-tiered logic,namely,health priority,health assessment and health synergy,from political,scientific and administrative dimensions.China's efforts to“incorporate epidemic control in all policies”,to“promote construction of counties and districts by giving priority to health issues”and to build a mega ministry that oversees work related to care for the elderly and public health are China's responses and contributions to the WHO strategy.They manifest the superiority of China's institutional and governance system and give China the opportunity to upgrade its governance of matters related to public health.Under the guidance of the three-tiered logic,a macroscopic system comprising the legislative,executive and judicial departments of the government for arousing public alertness to health hazards and assessing health impact can be established at the top level.The set-ups of National Health Commission and the National Bureau for Disease Control and Prevention at the intermediate level as well as set-ups at grassroots level like community medicine and public health facilities will allow a long-term mechanism for disease control to come into place,which in turn will make the WHO strategy a fundamental policy in China's health hazards control and prevention.
