摘　　要：以系统功能语言学评价理论为框架,主要采用质的研究方法,观察《习近平谈治国理政》第一卷中2013年和2014年习近平主席发表的14篇完整演说的英译文,探讨政治演说中判定资源的英译迁移现象。研究发现在政治演说中,在有关政府的行为能力方面和不同的文化制度和政治立场方面会发生翻译迁移现象,这是译者通过翻译进行的社会实践活动,从而回答了由译者从事的本国领导人的政治演说翻译是否可以发生迁移现象的问题。With the Appraisal System of Systemic Functional Linguistics as the theoretical framework, this paper, based on the English versions of fourteen full speeches delivered in 2013 and 2014 in Xi Jinping: The Governance of China Ⅰ, mainly by the methodology of qualitative research, discusses the shifts in the English translation of judgement resources in political speeches. It finds that translation shifts occur in the government actions or due to different cultures and stances, which can be regarded as the translator’s social practice through translation. And thus the paper provides an answer to the question whether shifts can occur in the translation of the state leaders’ political speeches implemented by domestic translators.
