摘　　要：公共体育服务体系的建设和完善关系到人民群众的切身利益,是推进我国全民健身和健康中国战略实施的重要举措,这对我国体育事业发展起着至关重要的作用。主要通过文献资料法、统计分析法分析新时代我国公共体育服务体系的公共性、效能性和整体性的内涵,并指出新时代公共体育服务体系的现实困境。研究认为:公共体育服务存在发展不平衡,需求不明确;公共体育服务政府内部碎片化,外部分散化和绩效考核参与不科学,信息不透明与监管不到位等问题。针对以上问题,提出通过制定公共体育服务均等化标准和加大财政投入来保障政府和社会组织等对公民的公共体育服务的产品和服务的总量;解决公共体育服务绩效考核中的评价主体、内容、指标和程序问题,强调整体过程的公开、透明性,提高政府工作效率、构建合理的绩效考核机制;通过政府内部整合和社会外部协调的途径,使整个公共体育服务体系形成一个动态循环的协同治理的格局。The construction and improvement of the public sports service system is related to the vital interest of the people.It is an important measure to promote the implementation of China’s National Fitness and Health China Strategy,which plays a vital role in the development of China’s sports industry.Through the methods of documentation,logic analysis and statistical analysis,this study enriches the connotation of the publicity,effectiveness and integrity of China’s public sports service system,and points out the real dilemma of the public sports service system in the new era.The study believes that the development of public sports services is unbalanced and the demand is not clear;the internal sports of the public sports service is fragmented,the external decentralization and performance appraisal are unscientific,the information is not transparent and supervision is not in place.In view of the above problems,it is proposed to ensure the total amount of products and services for public sports services provided to the citizens and other organizations through the formulation of equalization standards and financial input of public sports services;to solve the evaluation subjects and contents in the performance appraisal of public sports services.Indicators and procedural issues,emphasizing the openness and transparency of the overall process,improving the efficiency of government work,and constructing a reasonable performance appraisal mechanism;using the internal government integration and external social coordination methods to create a dynamic cycle of collaborative governance of the entire public sports service system.
