摘　　要：随着我国周边面临的安全威胁逐步增大,各种空中突发事件日益增多,呈现出动态性、多样性、复杂性等典型特征,迫切需要构建多元网络治理模式,以有效提升应对空中突发事件参与主体间密切协作与整体联动的能力。从应对空中突发事件现状与能力需求出发,基于网络治理、协作等理论,分析应对空中突发事件网络治理的基本模式和基本过程,并提出相应的对策与建议,可为国家和军队完善一体化应急安全管理体系框架提供理论和技术支撑。With the gradual increase of security threats around our country,all kinds of air emergencies are increasing,which have some typical characteristics such as dynamic,diversity and complexity.It is urgent to build a pluralistic network governance model to effectively enhance the close cooperation and overall linkage among the participants in dealing with air emergencies.Based on the capacity requirements of dealing with air emergencies and the theories of network governance,this paper analyzes the basic model and process of network governance of air emergencies,and puts forward countermeasures and suggestions to improve the framework and theory of integrated emergency safety management system.
