摘　　要：为了在新基建领域中更好的推行开发性PPP模式,本文在委托代理理论的基础上,引入了社会资本的两种行为,即技术创新努力行为和提升社会效益行为,并设计了基于政府视角的开发性PPP模式激励机制模型,探讨多元参数影响下政府方对社会资本的激励问题;同时,本文运用多目标规划和一阶条件法对模型进行求解,并通过MATLAB软件和实际案例进行数值模拟分析。研究结果表明,社会资本方的资源或能力禀赋、风险感知度以及经济社会效益权重系数均会对激励水平产生影响,政府应根据项目实际情况,做好前期调查工作,并调整相应的激励策略,以实现政府综合效益最大化。上述结论对于新基建下开发性PPP模式在各类项目中的良好运用具有借鉴意义。In this study,we design a developmental PPP mode incentive mechanism model based on the government per⁃spective in order to promote the developmental PPP model in new infrastructure better,on the basis of the principal-agent theory,and introduce two kinds of behavior of social capital,explore the government's incentives to social capital under the influence of multiple parameters.At the same time,this paper applies multi-objective programming and first-order condition method to solve the model,carrying out numerical simulation analysis through MATLAB software and practical cases.From the results,it can be shown that the resource or ability endowment,risk perception degree and the weight coefficient of economic and social benefits of social capital all have impacts on the incentive level,government should do a good job in the preliminary investigation according to the actual situation of projects,and adopt corresponding incentive strategy adjustment,so as to realize the maximum of the compre⁃hensive benefit.This findings contributes a new insight into the development of incentives mechanism from the perspective of gove⁃rnment,and have reference significance for a good application of developmental PPP mode in various projects under new infrastruc⁃ture construction.
