摘 要:近年来西部地区在新能源发展中供给侧过剩,严重制约了未来西部地区新能源的进一步发展,若将弃光弃风的利用与跨流域长距离调水工程相结合,提出适合西部地区经济社会发展特点的水资源空间配置方案,则对于推进西北地区可持续发展和社会稳定具有十分重要的战略意义。为了评价调水线路的设置合理性与用能规模,本文从富余风光资源利用的角度,在分析调水工程用能规模及空间分布的基础上,构建调水工程耗能计算模型,并在西藏自治区设定一条调水线路,经计算该线路可规划水电站5座,总引水年发电量1286.23亿kW·h,规划梯级泵站5个,总引水年耗电量1391.95万kW·h,总需用年电量105.72万kW·h,可充分应用西藏地区富余风光发电量。In recent years,the supply side of the new energy development in the western region is seriously surplus,which seriously restricts the further development of new energy in the western region in the future.If the utilization of abandoned light and wind is combined with the long-distance water diversion project across river basins,and a spatial allocation scheme of water resources suitable for the economic and social development characteristics of the western region is put forward,it has very important strategic significance for promoting the sustainable development and social stability in the northwest region.In order to evaluate the rationality of the water transfer line and the energy consumption scale,this paper,from the perspective of the utilization of surplus wind and light resources and based on the analysis of the energy consumption scale and spatial distribution of the water transfer project,establishes a calculation model for the energy consumption of the water transfer project,and sets up a water transfer line in Tibet Autonomous Region.After calculation,a along the line proposed are 5 hydropower stations with a total annual power generation of 128.623 billion kW h and 5 cascade pumping stations with a total annual power consumption of 13.9195 million kW h and a total power consumption of 1.0572 million kW h,which can fully utilize the surplus wind and light power generation in Tibet.The model has good generalization,and can provide reference for the construction of energy conversion models for western water transfer projects and similar inter-basin long-distance water transfer projects.
