摘　　要：针对陕西文化遗产影视作品版权运营中存在的问题,通过分析国内外区块链技术在文化遗产影视版权运营中的应用经验,研究陕西文化遗产影视版权运营的发展路径。研究认为,陕西文化遗产影视作品仍面临着作品版权不清、融资困难、版税收益分配不公等问题,国内外区块链技术在应用中,能够在影视版权确权中形成前端保护,为原创作品提供明晰可靠的版权数据库;代币融资方式能为作者创作带来积极作用,众筹方式能解决文创企业融资难的困境;版权人与消费者的直接交易能使数字资产收益权回归到创作者手中,促进版权人收益最大化。因此,陕西应积极出台推进区块链创新与应用的政策,搭建具有影视版权确权、融资、收益分配等功能的全链条服务平台,支持并推动区块链行业的发展,打造陕西文遗影视作品版权运营发展的新格局。In terms of the problems existing in the operation of the copyright of Shaanxi cultural heritage film and television works,this paper studies the development path of Shaanxi cultural heritage film and television works by analyzing the application of the domestic and overseas block chain technology in the operation of the copyright of Shaanxi cultural heritage film and television works.The research shows that problems such as murky copyright,difficulty in financing and unfair distribution of copyright gains etc.still exist for Shaanxi cultural heritage film and television works;the application of the domestic and overseas block chain technology can form front-end protection for affirming the copyright of film and television works,and offer clear and reliable copyright database for original works;the token financing method can affect authors positively,and crowdfunding can resolve the financing dilemma of cultural and creative enterprises;the direct transaction between the copyright owner and the consumers can enable the right to earnings of digital assets to return to the creators and facilitate the maximization of the earnings of copyright owners.Therefore,Shaanxi province should actively promote policies on block chain innovation and application,establish a whole-chain service platform complete with functions in affirming copyright of film and television works,distribution,support and drive the development of block chain industry,and build a new pattern for the operation and development of the copyright of Shaanxi cultural heritage film and television works.
