摘  要:在高等教育国际化过程中,加拿大致力于成为21世纪国际教育的领导者,并期望通过教育国际化来促进加拿大经济发展。为此,加拿大政府将国际教育定位为其最具有竞争优势的22个支柱产业之一,而扩大留学生的招收是加拿大高等教育国际化的核心,通过吸引更多顶尖人才也可以为加拿大移民培养主力后备军。加拿大高等教育国际化发展成效显著,已成为继美国和澳大利亚之后的全球第三大留学目的地国。但是,加拿大本国学生出国学习与工作的意愿不高,因此进一步扩大本国学生出国留学是加拿大高等教育国际化的未来政策走向。另外,因学费日益增长,留学生利益和服务得不到保障,偏见及歧视现象存在,加拿大对留学生的政策和服务也还亟待改善。Through the internationalization of higher education,Canada aims to become the 21st century leader in world education and to promote its economic development.To achieve these goals,Canadian Government made international education one of its top 22 priority sectors where international student recruitment has becomes an important part.International students are also potential sources of immigration for Canada.Because of its concerted effort in promoting internationalization,Canada has become the third most popular destination country in the world after the United State and Australia.However,Canadian domestic students are not as enthusiastic as international students in studying abroad that has become a concern and an area for future policy development.Recent tuition hikes have negatively impacted on student services and support for international students,who have also experienced racial discrimination and marginalization in making friends,integrating to learning environment,and accessing campus resources which need to be addressed urgently.The findings of this article have important implications for cross-cultural dialogue about internationalization of higher education in both Canada and China.
