摘　　要：为了探究地方政府生态治理中政府因素对公民参与意愿的影响,文章以甘肃省华池县典型乡镇(南梁镇和林镇乡)为研究区,采用访谈法和问卷调查法,并运用二元Logistic模型定量分析政府因素对公民参与意愿的影响。研究表明:不同政府因素对公民参与意愿影响各不相同。其中,政府能力(服务能力、管理能力)、政府工作人员行为、政府对公民反馈信息的回应性和政治效能感与公民参与意愿呈正相关。在地方政府生态治理背景下,提升政府能力、规范政府工作人员行为、注重公民"线上参与"感并及时回应公民反馈信息、增强政治效能感,以期提升公民参与意愿。In order to explore the impact of government factors on citizens′willingness to participate in local government ecologicalgovernance,this paper takes Nanliang Town and Linzhen Village of Gansu province as the research area,using questionnaire andinterviews to investigate how the government factors influence citizens′willingness with quantitative analysis using the binary Lo-gistic model.It shows that the effect of government factors on citizens′willingness of participation varies.Among the factors,govern-ment capacity(service capacity,management capacity)(X6),government staff behavior(X7),government responsiveness to citi-zens′messages(X9)and political efficacy(X11)are positively correlated with citizens′willingness to participate,verifying the origi-nal Hypothesis.In the context of local government ecological governance,improve government capacity,correct the staff′s behavior,focus on citizens′sense of"online participation",respond to citizens′messages timely,and enhance political efficacy,so as to en-hance citizens′willingness to participate.
