墨西哥魔幻小镇的治理模式及其启示

摘　　要：墨西哥的魔幻小镇项目于2001年启动,其创新之处在于建立起了层级型与网络型相结合的治理机制。在层级型治理中,墨西哥联邦政府对魔幻小镇的评估重点是传统文化的传承与创新、历史古迹的保护与可持续开发以及旅游业对当地经济发展的贡献。在网络型治理中,政府、企业、学界和社区建立起经常性的互动,培养共同的价值观,协商共同的行为规则。我国的旅游小镇项目旨在依托小镇独特的旅游资源,推动中国旅游业二次创业,与墨西哥的魔幻小镇项目具有一定的相似之处。墨西哥魔幻小镇的治理模式可以为我国的旅游小镇建设提供一些借鉴。The Magical Town Programme of Mexico was launched in 2001.Its innovation lies in the establishment of a combination of hierarchical governance and network governance mechanism.In the hierarchical governance,Mexican Federal Government focuses on the inheritance and innovation of traditional culture,the maintenance and sustainable development of historical monuments and the contribution of tourism to the local economy.In the network governance,the government,enterprises,academia,and communities establish regular interactions,cultivate common values,and negotiate common rules of conduct.The Tourist Town Programme of China uses the unique tourism resourses of the towns to promote the second wave of tourism development,which has certain similarities with the Magical Town Programme of Mexico.The governance model of the Magical Town of Mexico can provide a reference for the administration of the Tourist Town of China.
