摘 要:以地方政府绩效考评的“珠海模式”案例为切入点,深入分析了珠海市公务员绩效考评改革所取得的成效与经验,认为当前地方政府公务员绩效考评存在绩效考评价值取向扭曲、绩效考评运行机制不合理、绩效考评结果导向不突出、绩效考评缺乏法制层面的保障、绩效考评技术工具落后等问题。针对这些问题,提出了地方政府公务员绩效考评的改进策略。Taking the case of“Zhuhai Model”of performance evaluation for local government as the starting point,this paper analyzes the achievements and experience of performance evaluation reform for public servants in Zhuhai City,considering that the current performance evaluation for local government public servants has distortions in such aspects as the incorrect value orientation,unreasonable operating mechanism,poor result guidance,lack of guarantee from legal level and backward of technical tools,etc.In response to these problems,the improving strategies for the performance evaluation of local government public servants are proposed.
