摘 要:在我国经济发展过程中,环境问题愈益严峻,绿色技术创新成为万众瞩目的焦点。“波特假设”认为,环境规制是驱动绿色技术创新成长的动力。县(区)环境规制是我国环境规制系统的枢纽,制造型企业是绿色技术创新的主体。本研究基于结构方程模型,以县(区)环境规制下制造型企业为样本,检验了环境规制促进制造型企业绿色技术创新的微观路径,揭示了环境规制下绿色技术创新培育的机理,提出绿色技术创新的驱动策略,不仅完善了环境规制,也进一步增强了绿色技术创新能力。研究建议:在当前的县(区)环境规制环境下,绿色技术创新的具体推进方向包括优化政府绿色补贴结构、提高排污许可证实施力度、加大自愿性协议推行的强度、发挥技术人员在绿色技术创新上的规模效应等。In the course of China's economic development,environmental problems have become increasingly serious,and green technology innovation has become the focus of much attention.The"Porter Hypothesis"believes that environmental regulation is the driving force behind the growth of green technology innovation.County(district)environmental regulation is the hub of China's environmental regulation system,and manufacturing enterprises are the main body of green technology innovation.Based on the structural equation model,this study uses manufacturing enterprises under county(district)regulations as samples,examines the micro-paths that environmental regulation promotes green technology innovation in manufacturing enterprises,reveals the mechanism of green technology innovation cultivation under environmental regulations,and proposes the driving strategy of technological innovation,which not only improves environmental regulations,but also further enhances green technological innovation capabilities.Research suggests that,under the current county(district)environmental regulatory,the specific directions for green technology innovation include optimizing the government's green subsidy structure,improving the implementation of sewage permits,increasing the intensity of voluntary agreements,and giving full play to technical personnel scale effect on green technological innovation,etc.
