摘　　要：整体性治理思想对突发公共卫生事件治理具有重要借鉴意义。整体性治理是策略路径,精准指向是靶向目标。突发公共卫生事件的突发紧急程度、公共危害程度和影响范围等属性是驱动整体性治理的刚性约束;中央高层自上而下的动员部署,统合"党政军群"一切力量,凸显以人民为中心的治理理念,是整体性治理的运转轴心;地方基于突发公共事件约束力,塑造体制联动效应以回应治理任务是整体性治理的纵向逻辑;寻求社会共识构建和资源支持,调动社会主体参与是整体性治理的横向逻辑。"精准防控"和"科学救治"是整体性治理的精准靶向目标。The theory of holistic governance has important reference significance for the governance of public health emergency. Holistic governance is a strategic path,while precise targeting is the end.The attributes of emergency degree,degree of hazard and scope of influence in public health emergencies are the rigid constraints driving the holistic governance;the top-down mobilization and deployment of the central that integrate all forces and highlight the people-centered governance concept are the axis of the holistic governance;that the local governments shape the coordinated mechanism based on the binding force of public emergencies to respond to the task of governance is the vertical logic of holistic governance;seeking social consensus and resource support and encouraging public participation is the horizontal logic of holistic governance. " Precise prevention and control" and " scientific management" are the precise targets of holistic governance.
