摘　　要：“十四五”期间温州区域高新技术企业将面临更大的挑战,回顾了高新技术企业R&D能力提升的相关研究,从区域R&D经费支出、专利申请、高技术企业数量和增加值等方面分析了温州区域高新技术企业R&D能力现状,提出了高新技术企业应该从企业外部因素、内部因素及R&D绩效评价等三方面进行R&D能力提升的模式,最后进行了总结。During the“14th five-year-plan”period,Wenzhou regional high-tech enterprises will face greater challenges.This paper reviews the relevant research on the improvement of R&D capability of high-tech enterprises,analyzes the current situation of R&D capability of Wenzhou regional high-tech enterprises from the aspects of Regional R&D expenditure,patent application,number of high-tech enterprises and added value,and put forward that the new and high technology enterprises should be promoted from the enterprise internal factors and external factors,R&D performance evaluation.R&D ability promotion model are summarized at last.
