摘　　要：“不日新者必自退”,创新能力是世界文明进步的不竭动力。当前,中国高新技术产业蓬勃向好,但仍在国际贸易中受制于各类技术性贸易措施。本文分析中、美、英、日、韩等二十国经济指标,利用跨国面板数据进行实证回归检验,运用定性和定量方法探讨国外技术性贸易措施在我国高新技术产业出口及技术创新中发挥的作用。研究结果表明,技术性贸易措施实施初期抑制出口,后期则倒逼企业进行合规创新,使技术创新水平有所提升。因此,应有效评估技术性贸易措施对不同利益主体的双重影响,在海关管理中通过完善工作机制、丰富评议路径、健全信息平台等方法,助力高新技术产业跨越国外技术性贸易措施阻碍,提升创新活力和实力。Innovation ability is an inexhaustible driving force for the progress of the world civilization.At present,China’s high-tech industry is booming,but it is still subject to various technical trade measures in international trade.This paper analyzes the economic indicators of China,the United States,Britain,Japan,South Korea and other 20 countries,conducts empirical regression test by using cross-border panel data,and discusses the role of foreign technical trade measures in China’s high-tech industry export and technological innovation by qualitative and quantitative methods.The results show that the implementation of technical trade measures inhibits the export in the early stage,but in the later stage,coerces enterprises to carry out compliance innovation,which improves the level of technological innovation.Therefore,it is necessary to effectively evaluate the dual impacts of technical trade measures on different stakeholders.In the customs regulatory control,we should improve the working mechanism,enrich the evaluation path and improve the information platform to help the high-tech industry to overcome the obstacles of foreign technical trade measures and enhance the innovation vitality and strength.
