服务经济视阈下民族贫困地区乡村产业扶贫创新研究

摘　　要：服务经济聚集技术、资金、人才、市场等要素,倡导服务能力和服务效率,引导产业组织变革。基于服务经济理论,文章构建了地方政府、扶贫工作队、第一书记、村两委、公共服务部门、网络平台企业、社会力量等主体之间,在扶贫活动中产业、资源要素需要相互协调与联动的框架,用服务创新民族贫困地区乡村产业扶贫模式。由于民族贫困地区乡村产业经营主体存在缺乏市场深度挖掘、社会关系网络相对单薄、参与主体提供市场化服务程度低等问题,需要地方政府营造乡村产业发展服务氛围,扶贫工作队、第一书记、村两委抓实乡村产业服务实体,网络平台企业及社会力量提供专业化服务手段,确保乡村产业发展为扶贫事业提供支持。Combined with technology, capital, talents, markets, and other factors, the service economy advocates the service capabilities and the service efficiency, leading to the evolution of industrial organizations. Based on the theory of service economy, the article builds the framework that the local government, poverty alleviation teams, the first secretary, the village committees, the public service departments, the network platform enterprises, the social forces and other entities need to coordinate and interact with each other in terms of poverty alleviation industries and resources, thus innovating a model of poverty alleviation in rural industries in ethnic poor areas with the method of services. Due to the lack of deep market exploration of the rural industrial entities in ethnic poor areas, relatively weak social relations networks, and low levels of market-oriented services provided by participating entities, local governments are required to create the atmosphere for the rural industries to develop their service. The poverty alleviation teams, the first secretary and the village committees should ensure the basic work of industrial development, and network platform enterprises and social forces provide professional service methods to guarantee that rural industrial development provides support for poverty alleviation.
