摘　　要：地方政府城市环境治理措施的制定和实施,应该遵循坚持实事求是,一切从实际出发的基本原则,并将增进社会福利优先而不是政府政绩优先作为基本前提。能否在实施禁摩的城市范围内,比较准确地划分禁摩与非禁摩区域之间的界线,是检验政府城市环境治理能力的一个缩影。因为就摩托车作为交通运输工具而言,其质量标准的不断提高,公众自觉遵守交通规则意识的加强等,使其可以成为增进社会福利的工具,所以不必要对摩托车“一禁了之”,而应该给其发挥作用的合理区间。同时,政府与公众之间禁摩博弈的过程表明,广大人民群众对政府的政策措施的理解和支持,对政府行使其职能具有至关重要的作用。The formulation and implementation of urban environmental governance measures by local governments should follow the basic principles of seeking truth from facts and starting from reality,and take the priority of improving social welfare rather than government performance as the basic premise.Whether we can accurately divide the boundary between the anti-motorcycle and non-prohibited motorcycle areas within the scope of the city is a microcosm to test the government’s ability of urban environmental governance.As far as motorcycle is concerned as a means of transportation,the continuous improvement of its quality standard and the enhancement of the public’s consciousness of abiding by traffic rules are all helping motorcycle to become a tool to promote social welfare.Therefore,it is not necessary to ban motorcycle,but to give it a reasonable range to play its role.At the same time,the process of anti-motorcycle game between the government and the public shows that the understanding and support of the great majority of the people to any policy measures of the government plays a vital important role in the performance of its functions.
