摘 要:单项体育协会由于物质激励、职业发展激励不足,长期存在着专职人员短缺、年轻化和高层次人才匮乏等问题。政社脱钩关于人事分离的相关规定更加剧了单项体育协会人力资源困境。资源依赖理论视角下,破解单项体育协会的人力资源困境有两种思路,一是通过主动承接政府转移职能、承接政府购买公共体育服务、开展有偿经营性服务活动等方式增加单项体育协会的物质基础;二是通过建立体育志愿服务长效机制、探索构建人才共享机制,发挥单项体育协会的信息优势、技术优势和平台优势等多种比较优势,拓展非物质资源交换的人才获取渠道。Due to the lack of material incentives and career development incentives,there have been long-term problems such as the shortage of full-time personnel,the rejuvenation and the lack of high-level talents in Chinese Sports Association.The separation of government and society and the relevant provisions on the separation of personnel aggravate the plight of human resources of individual sports associations.From the perspective of resource dependence theory,there are two ways to solve the human resource dilemma of Chinese Sports Association.One is to increase the material foundation by actively undertaking the government's transfer of functions,undertaking the government's purchase of public sports services,and carrying out paid business service activities.Secondly,through the establishment of long-term mechanism of sports volunteer service,explore the construction of talent sharing mechanism,give play to the information advantages,technical advantages and platform advantages of individual sports association,expand the talent acquisition channels of non-material resource exchange.
