摘　　要：促进科技成果转移转化是实施创新驱动发展战略的重要任务,是加强科技与经济紧密结合的关键环节,对于推进结构性改革尤其是供给侧结构性改革、支撑经济转型升级和产业结构调整,促进大众创业、万众创新,打造经济发展新引擎具有重要意义。江苏淮海技术产权交易中心旨在搭建科技成果转化桥梁,填补淮海经济区线上线下相结合技术产权交易的空白,完善技术转移体系,促进上下游科技资源有效链接,打通科技成果转化全链条。文章通过分析淮海经济区技术市场与交易中心发展现状,阐述江苏淮海技术产权交易中心建设运营模式,最后有针对性地提出促进技术转移成果转化工作开展的几点建议。Promoting the transfer and transformation of sci-tech achievements is an important task to implement innovation-driven development strategy, and a key link to strengthen the close combination of science and technology and economy. It is a great significance in promoting structural reform, especially supply-side structural reform,supporting economic transformation and upgrading and industrial restructuring, promoting mass entrepreneurship and innovation, and creating a new engine for economic development. Jiangsu Huaihai Technology Property Rights Trading Center aims to build a bridge for the transformation of sci-tech achievements, fill in the gap between the online and offline technology property rights trading in Huaihai Economic Zone, improve the technology transfer system, promote the effective link between the upstream and downstream sci-tech resources,and open the full chain for the transformation of sci-tech achievements. Based on the analysis of the development situation of the Technology Market and Trading Center in Huaihai Economic Zone, this paper expounds the construction and operation mode of Jiangsu Huaihai Technology Property Rights Trading Center. Finally, some suggestions are put forward to promote the transformation of technology transfer results.
