公立医院院长绩效考核中社会效益与经济效益系统耦合协调度分析

摘　　要：绩效考核是推动医院战略实施的有效工具。文章以某公立医院为研究对象,选取2014—2019年院长绩效考核数据,运用现有的评价指标体系,通过耦合度和耦合协调度函数,测算该院6年间的社会效益与经济效益两个子系统的耦合度及耦合协调度。分析结果表明,评分从高到低依次为2014年、2017年、2016年、2019年、2018年、2015年,社会效益和经济效益处于高度耦合,各项指标协调程度较高,总体建设处于较高水平。在国家三级公立医院绩效考核的背景下,实施绩效考核有利于促进医院全面多元化的绩效管理,有利于推动医院长期健康可持续发展。Performance appraisal is an effective tool to promote the implementation of hospital strategies.This article takes public hospitals as the research object,selects the annual performance appraisal data of the hospi⁃tal directors from 2014 to 2019,and uses the existing evaluation index system to measure the coupling degree and coupling coordination degree of the two subsystem of social benefits and economics benefit of the hospital during the 6 years.The analysis results show that the order from high to low is 2014,2017,2016,2019,2018,2015,indica⁃ting that the social benefits and economic benefits are highly coupled,the coordination of various indicators is rela⁃tively high,and the overall construction is at a high level.Under the background of the performance appraisal of na⁃tional tertiary public hospitals,the implementation of performance appraisal is conducive to promoting the compre⁃hensive and diversified performance management of the hospital,and is conducive to promoting the long-term healthy and sustainable development of the hospital.
