大数据背景下东北地区信息扶贫绩效评价与对策研究

摘　　要：【目的/意义】为东北三省提升精准扶贫的效果提供支持,为管理者有效监管扶贫资金和避免返贫提供改进措施。【方法/过程】以东北地区的精准扶贫为研究问题,构建东北地区信息扶贫绩效评价的指标体系,明确精准扶贫绩效评价指标的权重,对东北三省37个贫困县进行信息扶贫的绩效评价进行实务检验。【结果/讨论】黑龙江省的抚远县、辽宁省的岫岩县和吉林省的和龙市信息扶贫的绩效评价分数较高;吉林省的大安市、龙井市以及黑龙江省的汤原县信息扶贫的绩效评价分数较低;根据排名靠后的5个指标建立返贫阻断机制。【Purpose/significance】Provide support for improving the effectiveness of targeted poverty alleviation in the three northeastern provinces as well as improvement measures for managers to effectively supervise poverty alleviation funds and prevent poverty alleviation.【Method/process】Taking targeted poverty alleviation in northeast China as the research problem, the index system of performance evaluation of information poverty alleviation in northeast China was established, the weight of performance evaluation indexes of information poverty alleviation was defined, and the performance evaluation of information poverty alleviation in 37 poverty-stricken counties in three provinces of Northeast China was tested in practice.【Result/conclusion】Performance evaluation scores for poverty alleviation in Fuyuan county of Liaoning province, Xiuyan county of Heilongjiang province and Helong city of Jilin province are higher;Performance evaluation scores for poverty alleviation in Longjing and Da’an city of Jilin province, Tangyuan county of Heilongjiang province are lower;Establish the mechanism of repoverty blocking according to the ranking of the five indexes.
